01The challenge, and what we saw

In 2020 Xuan'en had just been lifted out of poverty. Tucked into the mountains on Hubei's south-western border, with no famous peak to lean on and no core IP behind it, the county received 2.75 million visitors and earned ¥1.184 billion in total tourism revenue.

The Gongshui River runs through the town, 墨达楼 stands on its bank and 兴隆老街 lies quietly alongside. Xuan'en is not short of assets — it was short of a way to be seen. By day it could hold you; after dark it gave you no reason to stay.

Going on site, we diagnosed six core problems: badly ageing fixtures; wiring that posed safety risks; lighting styles each going their own way; heavy overlap with neighbouring scenic areas; no sense of detail or layering; and cultural meaning barely expressed.

The way in was not to "install more lights", but to rethink the relationship between a city and the people in it.

01 Taming the river (1988–2007): two decades of relays, building the ecological base

Xuan'en's turnaround began with a campaign to tame its river that ran for more than twenty years. From 1988 onwards, six successive county party and government leadership teams kept working the same "water story". The core works included:

  • Flood control: the channel through the county town was widened to 69 m and embankments raised above 15 m; three flood-discharge tunnels and four tiers of automatic flap gates put the urban river level under full control
  • Upstream reservoir: built above the town to support both water supply and flood control
What this means for night tourism: bamboo rafts, tour boats, water screens, reflections, floating stages — every one of them depends on a stable, controllable water level. Without it, none of the lighting and content that follows is even possible. This is the real "first step" of Xuan'en's night tourism, and the one visitors most easily overlook.

02 Cleaning the water (2008–2015): it has to look right and smell right

From 2008 Xuan'en tightened control of pollution sources and built a full collection and conveyance system:

  • Conveyance mains, collection mains, branch pipes and household connections, plus a supporting wastewater treatment plant
  • The first underground utility tunnel in the prefecture
  • An innovative "ecological credit points" scheme, with dedicated maintenance staff and part-time ecological forest rangers monitoring across the board
  • The Gongshui is a second-order tributary of the Yangtze; water quality stable at Grade II or better
  • In 2026, a further 20-plus km of sewage pipe network is being built or upgraded

03 Building the scenery (2016–2021): running the town as a scenic area

In 2016 Xuan'en proposed turning the core of the county town into a scenic area built to 4A standards. Key milestones:

The planning idea at its core: "city and scenic area as one", "industry and city as one" — no perimeter walls, no gate ticket, the whole core of the county town becoming the scenic area. With the Gongshui as the main axis, wetland park, musical fountain, 文澜桥, 墨达楼 and 兴隆老街 were built along both banks to form a landscape belt strung together like beads on one thread.

04 Landscape: LI Baofeng and 中创环亚 build the "city living room"

Under Zhejiang University's masterplan, the detailed landscape design for the 兴隆老街–墨达楼 area was jointly led by Prof. LI Baofeng (李保峰) of Huazhong University of Science and Technology and 中创环亚, founded by YU Zhiguang (于志光).

兴隆老街 — positioned as Xuan'en's "city living room", officially opened on 26 January 2022. (The street dates to the mid-Qing, originally a trading market of Anhui merchants on the south bank of the Gongshui and a port on the "tea and salt road".) The design idea is "the most romantic Tujia block", retaining stilt houses and 刀背梁 roof forms. Highlights include:

  • A "dragon-form thousand-step corridor" and 寨遇 Square: the viewing walkway at the entrance takes the form of a dragon, the square at the far end the posture of a phoenix — head and tail answering each other
  • High-tech interactive lighting woven into the landscape to create an atmospheric experience

鹿鸣苑 (Jinjiang Hotel) — a key outcome of the government's investment promotion from Shanghai. LI Baofeng's team drew cultural elements from the Book of Songs (《诗经 · 小雅 · 鹿鸣》), giving the five courtyards the themes "鼓瑟", "周行", "德音", "旨酒" and "鼓琴". The landscape design blends Tujia 西兰卡普 motifs with local stone, and lays out "twelve flower borders" to keep the garden readable through winter.

05 Lighting: from "everyone for themselves" to "City Theatre"

This is where CIFANG became deeply involved.

Before the 2025 lighting upgrade, Xuan'en's night scene had six problems: badly ageing fixtures, wiring safety risks, lighting styles each going their own way, heavy overlap with neighbouring scenic areas, no sense of detail or layering, and cultural meaning barely expressed.

CIFANG's way in: not "install more lights", but rethink the relationship between the city and the people in it. The core concept is "City Theatre" — turning the whole core of the county town into an open-air night-tourism stage: the river as axis, the buildings as backdrop, the streets as setting, and people as part of the scene.

  • Area upgrade: continuous facades, one visual language across both banks
  • Form upgrade: from static illumination to dynamic performance
  • Programming upgrade: a social-media matrix that carries its own traffic

Technically, CIFANG was involved early and deeply in the systematic work — historic-block architectural planning, landscape bridge design and more. In the 2025 lighting project a cumulative 22,634 fixtures were installed (over 20,000 individually addressable devices), with a city digital twin platform precisely controlling more than 100,000 m² of space and coordinating more than ten independent units along 3 km of waterfront.

06 Night tourism: from "illumination" to "activation"

The core logic of Xuan'en's night tourism is the move from "illumination" to "activation" — not merely lighting things up, but making the place playable, felt and shareable.

Verified over five years (Xuan'en County): visitors 2.75 million → 16.85 million (+512%); tourism revenue ¥1.184bn → ¥11.461bn (+866%); GDP ¥8.1bn → ¥13.5bn; the county's ranking in the provincial strong-county assessment rose from 49th to 22nd. The Douyin topic "宣恩夜景" has 320 million views, and total online exposure in 2025 exceeded 4 billion.

07 Light shows: continuous upgrades towards a year-round landmark

The light show is the final form of the "City Theatre". Around the city's cultural themes, CIFANG created bespoke systems: multi-act music-and-light shows, tower-building light shows and themed laser shows. Highlights:

  • Digital lighting for buildings and streets: ten-thousand-pixel media interfaces and city-wide synchronised lighting on landmark buildings and traditional blocks
  • Interactive installations: digital water screens, ground-grid music-and-light shows
  • Bridges and water-screen imagery: bridge lighting plus a removable water-screen film, designed around flood-season safety

Latest developments (2025–2026): the 墨达楼 area has begun a three-level composite development of "raised ground level + surface traffic + underground connections", raising space utilisation by 300%. Underground, an underground cultural passage follows the 墨达楼–musical fountain axis, its walls recreating Tujia and Miao life scenes as a "tangible corridor of history".

4–8 September 2026: the 11th Hubei Provincial Traditional Ethnic Minority Games were held in Xuan'en, with 29 delegations and nearly 3,000 athletes. The opening ceremony broke away from the conventional stadium format for the first time, staging a "water-borne opening" along the Gongshui ecological corridor — eleven painted pleasure boats sailed upstream from 风雨桥 into the waters by 凌波桥, with 墨达楼 and 兴隆老街 part of the real backdrop. "To ensure the televised result, the riverside lighting along the Gongshui was specially arranged."

08 Problem → solution → what CIFANG brings

The problem with the conventional model: the planning institute handles space and landscape, lighting goes to a contractor, night tourism to an operator — each working separately, requirements never aligned, aesthetics inconsistent, the scheme redesigned repeatedly, and the budget overspent.

Xuan'en's answer: CIFANG was involved early and deeply — not waiting for the landscape to be finished and then "hanging lights", but joining from the historic-block architectural planning and landscape bridge design stages. Through an integrated "consulting and design + content delivery" service, space, landscape, lighting, night tourism and light shows were connected end to end.

Core capability: a digital twin platform with city-wide point control and multi-protocol integration, letting 100,000 m² of space, 3 km of waterfront and more than 20,000 controllable devices be scheduled from a single platform. This is not "hanging lights" — it is using technology to turn a city into a programmable theatre.

The core idea: "City Theatre"

Forty-five days, from drawings to switch-on. Xuan'en was an early flagship project, covering landscape improvements and the dragon-form corridor among other works; the actual cycle was 45 days.

We may hold the pen, but the story has always belonged to this land.

Everything that shines grew out of Xuan'en itself: the resolve and foresight of the county party committee and county government, willing to treat the entire core of the county town as a canvas; the leadership teams at 城发集团 and elsewhere, coordinating day and night to guarantee high-quality delivery across the whole chain; and the close cooperation of every participating unit and artist, positioning a precise lighting system within an extremely short build window.

And so the city has become a place that tells stories again — a place people step out of their homes to gather in.
